Lisbon's café wifi is great. The tax picture for American digital nomads is less straightforward. You likely owe taxes to both countries, plus Portuguese social security. Here's how it actually works.
If you're a Portuguese tax resident (183+ days or habitual residence), Portugal taxes your worldwide income at progressive rates from 14.5% to 48%. The D8 visa grants legal residency — making you a tax resident by default. Even without a D8, spending 183+ days triggers residency. There's no "nomad exemption."
Portugal offers a simplified regime (regime simplificado) for freelancers earning under €200,000/year. Instead of deducting actual expenses, you're taxed on 75% of income (25% automatic deduction). For some professions, only 50% of income is taxable. The guide covers which activity codes apply to common American remote work and how to register with Finanças as a trabalhador independente.
The FEIE doesn't cover self-employment tax. On €100,000 freelance income, you owe ~$15,300 to the IRS regardless of Portuguese taxes paid. The US-Portugal Totalization Agreement can exempt the Social Security portion (12.4%) if you're contributing to Segurança Social. The guide explains how to obtain the required Certificate of Coverage.
Portuguese freelancers pay Segurança Social at 21.4% of 70% of declared income (effective ~15% of gross). First 12 months are exempt for new registrations. This is a significant cost — but it offsets US self-employment tax via the Totalization Agreement and provides access to the Portuguese social safety net. The guide calculates the optimal strategy.
Only if your activity qualifies as "high value-added." Software developers, data scientists, and certain tech roles may qualify. Generic freelance writing, marketing, or consulting likely doesn't. The guide maps common digital nomad professions to IFICI eligibility. Full IFICI guide →
Lisbon coworking (Second Home, Outsite, Heden): €150-300/month. Porto: €80-200/month. These are deductible business expenses on both Portuguese and US returns. The guide lists which Lisbon/Porto coworking spaces Americans favor and the tax deduction mechanics. Full cost of living →
California, New York, Virginia, and others aggressively claim continued residency. If you didn't properly sever state ties before leaving, you may still owe state tax. The guide covers which states are problematic and the steps to cleanly establish non-residency. Full tax overview →
